The study addressed the critical water sector issues for all of China but with particular reference to North China as defined by the Hai-Huai-Huang (3-H) river basins. The study was split into the following topics:
- Factors affecting the use of water
- Water resources and water requirements
- Flood management
- Agriculture and food requirements
- Water quality and wastewater
- Groundwater resource
- Institutional management
The study recommended a comprehensive action program of policy changes, infrastructure investments and water management reform, including consideration of the potential for massive transfer of Yangtze river water to north China using a South to North Transfer Canal.
Sinclair Knight Merz as lead firm coordinated the tasks and monitoring the work program. SKM worked in association with a number of Chinese agencies including the Ministry of Water Resources, General Institute of Water Resources and Hydro-Power Planning and Design, Nanjing Institute of Hydrology and Water Resources, the Chinese Research Academy of Environmental Sciences, Provincial Environmental Protection Bureaus and the State Environmental Protection Administration.
