The study addressed the critical water sector issues for all of China but with particular reference to North China as defined by the Hai-Huai-Huang (3-H) river basins. The study was split into the following topics:

  • Factors affecting the use of water
  • Water resources and water requirements
  • Flood management
  • Agriculture and food requirements
  • Water quality and wastewater
  • Groundwater resource
  • Institutional management

The study recommended a comprehensive action program of policy changes, infrastructure investments and water management reform, including consideration of the potential for massive transfer of Yangtze river water to north China using a South to North Transfer Canal.
