Award Winning Project

This $12.5M project involved constructing new Communication Centres (Comcens) for Police, Ambulance and Fire services in South Australia, primarily to allow emergency services to access the new SA Government Radio Network (SA-GRN) and to replace old systems reaching end of life.

Because of its multi agency makeup, the project was lead by a centrally based team within the Justice Portfolio Services Division (JPSD). SKM played the lead technical role in the JPSD team, providing design brief, specification, tender evaluation, contract negotiation and technical supervision services.

All objectives were successfully achieved with SAPOL transitioning to the SA-GRN and the new Comcen in December 2002. The final SAMFS Comcen was completed in February 2004.

SKM’s role included:

  • Specification and evaluation of operator consoles with telephone ACD and fleet radio despatch terminals, voice logging recorders and associated switching for Ambulance, Police and Fire Comcens. Each operator has three computers and five LAN connections and PC TV tuner.
  • Systems integration with Telstra E000 service, government trunked radio network and CAD system.
  • Specification and evaluation of broadband intersite transmission system (155 Mbps SDH) with eight LANs running radio server traffic, Video over IP, server clustering and CAD links.
  • Resolution of LAN isolation, switch and windows security measures to achieve Police E4 security targets. 
  • Technical oversight of all systems and contract administration and project management services for the Radio Switching and Console System contract valued at approximately $7M.
  • Planning, documentation and day to day contract administration for inter-site fibre links.
  • Associated building works design and technical supervision for voice and data cabling, MATV, access control, CCTV, clocks, A/V and 2-way radio cabling.
