The client was required to provide facilities at the School of Armour at Puckapunyal and for the 2nd Cavalry Regiment at Robertson Barracks, Palmerston to support the LAND 112- Australian Light Armoured Vehicle (ASLAV) Project. This included the upgrading of facilities at the School of Armour to meet current and future training requirements as well as the provision of a Crew Procedural Training hangar at Robertson Barracks. The objective of this commission was to prepare internal approval documentation for the facilities for consideration by Infrastructure Division. This required development of an Estate Capability Proposal (ECP) supported by a user requirement, scope of facilities and a business case analysis.

Sinclair Knight Merz was appointed as the project-planning consultant to analyse the facilities requirements of the ASLAV project. This followed our previous commission for LAND 116- Project Bushranger Phase 3. As part of the development of the ECP, Sinclair Knight Merz examined broad options (new buildings, refurbishment and temporary arrangements) and prepared concept plans based on the provision of new buildings in accordance with relevant industry and Commonwealth standards.
