Sinclair Knight Merz (SKM) partnered with the Philippines Department of Education to enhance basic learning systems in its remote areas.
An innovative project aimed at enhancing the quality of and the access to basic education in a region of the Philippines is generating some impressive results. The Basic Education Assistance for Mindanao, or BEAM project, is a Philippine Department of Education (DepEd) project funded by the Government of the Philippines (GoP) and the Government of Australia (GoA) through an AUD$53 million grant from the Australian Agency for International Development (AusAID).
Stage 1 of BEAM improved the quality of management of basic education in Regions XI, XII and ARMM in the Philippines. It identified and responded to the local educational needs of minority and isolated communities in these regions. SKM conducted a detailed training and development needs analysis which led to the Training Master Plan. The Training Masterplan marked a major change in strategic direction, and guided DepEd in implementing its management enhancement programs and system development.
Following an extensive design and implement process, BEAM Stage 2 commenced in June 2004 with the goal to improve the quality of and access to basic education in Mindanao thereby contributing to peace and development initiatives in the southern Philippines.
BEAM Stage 2 has recently been extended until November 2009. This initiative has developed quality outcomes in technical areas including Materials Development and Teacher Training, and sub-sectors including enhancement of Muslim and Indigenous Peoples’ Education. An external AusAID review team commented they had never seen ‘a better implemented project’.
