Victorian Government Website Management Framework

The purpose of the consultancy is to develop a new whole-of-government management framework for the creation, operation and retirement of websites. The goals of the Framework include:

  • better delivery of services by making online information and services easier to find and easier to use;                               
  • better alignment of online services with Government's communications strategies and service delivery strategies;                               
  • better management of the cost, quality and security of online services.

The Framework will contribute to achievement of these goals by the definition of best practice and by the creation of more standardised, consistent, management practices across government.

Website Strategy for Department of Innovation, Industry and Regional Development

Department of Innovation, Industry and Regional Development (Victoria) (IIRD)

SKM delivered a website strategy for IIRD that created a road map for the on-going development of IIRD’s suite of websites in an overarching technical, architectural, management and governance framework. The comprehensive strategy was accompanied by comprehensive operational guidelines on the provision of web services within the Department.

Content Management Requirements Definition

Multimedia Victoria

SKM collaborated with Parisfirst to define a set of core and optional requirements to assist in the procurement of Web Content Management Systems (CMS) by Victorian Government Agencies. Emphasis was placed on the need for a Web CMS that is interoperable, scalable and re-usable, with a preference for non-proprietary, open standards. The project delivered an Excel Requirements Definition Tool comprising the set of core and optional requirements and a Context document outlining the business requirements, strategic direction, legislation, policies and standards for CM in the Victorian Government.

This project was sponsored by Multimedia Victoria (MMV) and managed by a WoVG project steering committee.

TAFE Virtual Campus Business Case and Implementation Plan

Office of Training and Tertiary Education

SKM partnered with Parisfirst to develop a business-driven model and implementation plan for moving towards a self-sustaining TAFE Virtual Campus. An analysis of the TAFE sector’s needs via interviews with TAFE Director’s and key stakeholder workshops as well an assessment of national and international business models for flexible e-learning platforms was carried out. A green paper was delivered identifying the options for a commercial business model with recommendations for a preferred option based on an assessment of the current operation, potential risks and cost benefits to OTTE and the TAFE sector.

Shared Drive Electronic Folder Structures and Document Naming Conventions

SKM has undertaken projects for two Victorian Government Departments (Premier and Cabinet and Victorian Communities) to reorganise the electronic folders on their shared computer drives to increase the ease of discovery of electronic information. These projects have realised significant administrative efficiencies within the Departments.

The development and promulgation of new document naming conventions have accompanied the projects to make it easier to find documents within the reorganised folders.

User-centred Intranet Design and Specification

 User-centred Intranet Design and Specification SKM collaborated with the Victorian Department of Premier and Cabinet to deliver a user-centred functional specification and design for the department’s new intranet. Project activities and deliverables included: stakeholder and user consultation through interviews user workshops and 1 on 1 tests, success criteria, information architecture, scenarios to model the user experience, developing and testing a HTML prototype of the intranet with users, final version of the design including templates, style sheets and style guide, and functional specification. SKM went on to conduct writing for the web training and a style guide for DPC authors.

ANCID website development

 ANCID Website The Australian National Committee of Irrigation and Drainage (ANCID), in conjunction with the Murray Darling Basin Commission, commissioned SKM to investigate the development of a Channel Seepage User Support Tool (UST). User consultation determined that the most effective electronic delivery mechanism for the UST is via a website. SKM are developing the website based content derived from extensive scientific field trials covering channel seepage investigation and remediation. It addresses important components of the decision making process in a user-friendly framework which is applicable to all water supply areas Australia wide. www.ancid.org.au/seepage 

User centred specification - Environment Gateway website

 Environment Victoria Website SKM undertook focus groups and a subsequent collaborative design workshop with the then Department of Natural Resources and the Environment to address the scope, audience, success criteria, information architecture, concept look and feel, home page design and navigation for an website that would provide a single entry point to environmental information from Victorian Government agencies, Statutory authorities and other relevant sources of information.

ASIC C7 forms design

 ASIC C7 forms design SKM undertook a usability review, best practice benchmarking and user centred redesign of a range of forms and accompanying documents for the Australian Securities and Investment Commission (ASIC). We improved the usability structure and clarity of the documents with a view to promote compliance (reduce errors and omissions) and increase customer satisfaction and acceptance of change. We also collaborated with ASIC to develop a user interface design for the electronic lodgement process of the form. We developed a style guide for the offline and online version of the forms.

Document template design

SKM developed customised templates for frequently used document types for the Department for Victorian Communities. Each has a range of features aimed at standardising the presentation and formatting of the documents, facilitating efficient and simple use, and promoting sound file management. All of the templates include a range of customised features including standard text (content), paragraph and heading styles, fonts, line spacing, page margins, protected fields and drop down menus, file name autotext, and page numbering.
