
The project involved a review of the regulatory framework for ancillary services including reactive power, operating reserve, frequency response and Black Start capabilities. It also included an evaluation of costs of these services in accordance with the requirements of the new electricity market in Cyprus.
A key component was capacity building in EAC, which included the development of a software tool for the utility to perform these calculations in the future. This also included training in both the use of the model and the fundamental principles on which it and the analysis was based.
