Sinclair Knight Merz was the Head Consultant for the detailed design of the HMAS Waterhen facilities modernisation project on Sydney's Harbour foreshore. This involved the construction of new facilities to form the home base for Australia’s mine countermeasure force, including diving teams and a fleet maintenance group.

The firm was responsible for the management of the total multi-disciplinary architectural and engineering design team. In addition, Sinclair Knight Merz undertook a substantial component of the design work, including all civil, structural, traffic, environmental and maritime work.

The contract involved the design of four major new buildings: operations and administration, supply and diving, technical workshops and a multi-storey car park. Sinclair Knight Merz also designed two new 170 m long piers to house the full fleet, as well as small vessel berthing facilities and sea walls.

The implementation of the project used the Department of Defence Managing Contractor form of delivery. The project required management to strict time and cost constraints to meet the very demanding project design and construction schedule. The project was completed under budget and 10 months ahead of the contract program.
