
The redevelopment and enlarging of Penrith Plaza Shopping Centre necessitated construction of major drainage works to protect the site and the improvements of roads around the centre to ensure access for vehicles to and from the site is as free as possible.
The assessment of the drainage works consisted of identifying local flood paths and estimating the one in one hundred year flood flows. The analysis revealed that some 2250m of 2100mm diameter pipes and 940m of 1500mm diameter pipes were needed to carry the flows. The diversion of flows to other areas necessitated the need to design flood ways to collect and carry these flows. This resulted in road works remote from the site to divert flows to enable suitable flow collection.
The road works associated with the redevelopment were the reconstruction of 450m of Jane Street, 150m of Riley Street, 200m of High Street, provision of temporary car parking for 250 car spaces, provision of a signalised access to the Plaza and construction of a new signalised intersection on High Street allowing access to the shopping complex from the south. The design was to Roads and Traffic Authority standards. The works were constructed as three separate contracts. Sinclair Knight Merz provided technical advice and independent quality audits for the Superintendent during construction.
