
The East Lancashire Partnership commissioned Sinclair Knight Merz to lead a pre-feasibility study into a new Rapid Transit System. The study has reviewed the needs of the region, including:

Transport systems, infrastructure and investment

Development, economic and social trends

Travel needs, methods and demand
Previous studies had shown that with existing demand levels, even small improvements in rail services would be difficult to justify. The study concluded that, in order to succeed, a major step change in public transport provision would be necessary to create a practical vision which would attract significant new custom. A comprehensive range of transport options was assessed, from the most basic to the most advanced, including the opportunities that could be provided for development, lifestyle and travel in the region.
The emphasis of the study was to develop practical, cost effective solutions based on existing rail and road infrastructure, with a clear route to funding and implementation.
This led to the development of a package of schemes, centred around a high frequency diesel light rail network and including high quality bus links, to be branded and marketed together as the Rapid Transit system. The project, which will bring a significant improvement in public transport provision, is being progressed by the East Lancashire Partnership.
