SKM is currently working in association with GRM International Pty. Ltd. (GRM) of Australia to undertake this Technical Assistance (TA). The objective of the Infrastructure Project Management Technical Assistance is to support the Ministry of Infrastructure (MoI), Timor Leste, to address administrative and management issues that have limited the Government in executing portions of its budget.
The TA comprises two linked components. Component 1 is focussing on executing capital development programs and intends to assist the Ministry to;
- prepare and procure contracts for consulting services, goods, and works in line with annual capital development work plans; and,
- manage the implementation of these contracts. Component 2 focuses on building project management capacity with the aim of improving and strengthening processes, systems and project management in the Ministry.
Project management and procurement specialists are working ‘in-line’, assisting Ministry staff implement annual budget programs. Any advisory or short-term specialists are being mobilized to meet the needs of the MoI and will be secondary to the in-line work. Progressively, the Team is focussing on building the project management capacity of the Ministry.
