Metro Manila Air Quality (Institutional Strengthening and Capacity Building for Air Quality Management of the Metro Manila Air Shed)

The ADB Loan Metro Manila Air Quality Improvement Sector Development Program (MMAQISDP) to improve air quality management in Metro Manila (MM) is a multi-sectored initiative involving government organisations at the national level, the Metro Manila Development Authority (MMDA), 34 Local Government Units, the private sector and civil society. This ISCB project, of MMAQISDP, will assist DENR in enforcement and data collection activities under the Clean Air Act, so as to better manage and control industrial sources of air pollution. Two main objectives for the Metro Manila air shed:

  • Improved capability and capacity to manage data generated from Point Source (stack) Emission Measurement Program (another MMAQISDP project).
  • Increased enforcement of stationary source permitting and emission requirements.
The ISCB project will: produce Guidelines for interfacing with the stack Program; revise procedures for the existing permitting system; develop sustainability of stack measurement activities in MM; assess current enforcement effectiveness and, with DENR, prepare an Action Plan for strengthening effective enforcement.

 

Services provided by SKM include: Strengthening regional capacity for management of point source emissions by: enhancing DENR Computerised Permit Administration System (CPAS) to support enforcement of implementing rules and regulations; develop and implement (3 years) a point source Compliance Monitoring Information System (CMIS) in DENR and three Regions (NCR, Ill and IVa) within CPAS; and developing standard procedures for the Government/Community Interface on Pollution Control into the routine regulatory procedures in DENR.

Training Needs Analysis for both technical skills and staff development (DENR Environmental Management Bureau and Regional offices in the MM air shed and the Pollution Adjudication Board). Consequent development of training procedures and training staff from EMB, DENR regional offices and PAB in the operation of the CPAS/CMIS.
