The RAAF Base Amberley Redevelopment Project consisted of some 25 individual projects comprising operational, training, domestic and logistics support, aircraft maintenance and engineering services facilities. These ranged from a new aircraft surface finishing facility, new ordnance loading facilities, training buildings, a gymnasium, noise attenuation measures in the aircraft run-up revetments, to a variety of aircraft maintenance facilities, and improvements to the water supply system and sewage disposal system.
The project was to be delivered through a series of Head and D&C contracts and Sinclair Knight Merz was appointed as project manager and superintendent for this purpose. After successfully taking the project through the PWC process, the delivery strategy was changed to that of Managing Contractor Form and Sinclair Knight Merz was reappointed as the Project Consultant.
The firm’s responsibilities as Project Consultant involved the preparation of Managing Contractor tender documents, the production of functional design briefs, tendering, evaluation and the award of the Managing Contractor Contract. Ongoing responsibilities required Sinclair Knight Merz to act as the Department of Defence’s agent and to control the design and budget process, approve designs and supervise construction.
The involvement of Sinclair Knight Merz in this major project demonstrates an intimate understanding of the PWC process and the Managing Contractor form of project delivery.
