Rural Infrastructure Sector Project Vietnam - Asian Development Bank (ADB)
Sinclair Knight Merz was contracted for the provision of technical, administrative and institutional capacity building assistance to strengthen the Central Project Management Unit and Provincial Project Management Units of Vietnam’s Ministry of Agriculture and Rural Development.
The project supports the implementation of a range of sub-projects for rural roads, irrigation and community water supply schemes. Provincial authorities are coordinating the sub-projects across 23 of the poorest provinces in Vietnam. The assistance includes helping the Central Project Unit to develop and implement appropriate management and reporting systems at the provincial and central government levels, technical and procedural guidelines, and on-the-job / specialist training at both provincial and national levels.
Specific services provided by SKM included:
- Management of the assistance team
- Preparation and introduction of physical and financial monitoring systems
- Assistance in the development of procedural guidelines for the Provincial Project Management Unit’s
- Review and advisory assistance for the preparation and supervision of feasibility studies, designs and tendering of civil contracts
- Development of technical guidelines for economic evaluation, social assessments and environmental management and monitoring
- Development of a Benefit Monitoring and Evaluation Program to assist in the measurement of the social and environmental benefits of the project.
- Assistance in the establishment of technical standards, specifications and construction quality management guidelines.
