
Sinclair Knight Merz was engaged to investigate the possibility of relocating the three aqueous woolscourers in Perth to one site. The investigation also considered upgrading their effluent management facilities.
The South West Metropolitan Group of Councils expressed an interest in locating the woolscourers in the Kwinana/Rockingham area. The scope of work was based on the three woolscourers being located at a site within an industrial area, with a centralised treatment plant from which the effluent would discharge either upstream or downstream of the Woodman Point wastewater treatment plant. A four step approach to the investigation was adopted:

resolving effluent disposal standards with the Government Authority

preparing the basis of design for the centralised treatment facilities

undertaking pilot testing in conjunction with industry

defining the full scale treatment facilities required, with costs and an appropriate implementation strategy.
Extensive discussions with the various stakeholders was a key component to the success of the study. Inputs from Victoria and Britain were also coordinated to assist in the study.
