A Rail Link for a Small Airport

Abstract

This paper gives an outline of some of the planning issues surrounding the new rail link for London’s most central airport. The emphasis of the paper is on the forecasting and scheme appraisal work, which was used to justify the scheme. It is structured to provide:

  • Some background to London City Airport;      
  • A brief discussion of the current ground transport access;      
  • A description of the Docklands Light Railway and its extension scheme; and      
  • An outline of the forecasting tools and scheme appraisal methodologies used to justify the scheme.

The paper does not present any detailed results as project development is ongoing and further refinements to the forecasting work may be undertaken.
