A Framework for Planning & Assessment of Irrigation Development Proposals
Abstract
Water trading decisions made by the relevant authorities take into consideration a range of criteria including physical system constraints, environmental impacts and suitability of the land to be irrigated. This paper presents a framework for an impact-based approach to assessing land suitability for irrigation development using objective and transparent technical criteria and risk thresholds developed jointly by catchment stakeholders. The framework is underpinned by an agreed vision for irrigated agriculture within the catchment and clear links between catchment targets and farm activities. The efficiency and effectiveness of the proposed development assessment process are enhanced by matching the level of input to the level of impact (efficiency) and incorporating a continuous improvement approach (effectiveness) based on auditing, monitoring and review.
