Assessment of Melbourne’s Trains and Trams
Abstract
This paper presents an asset condition study of the Melbourne’s metropolitan trains and trams infrastructure and rolling stock. The State of Victoria (the asset owner) is progressing the privatisation of its public transport, via franchises which include a medium term infrastructure leasing arrangement. Condition monitoring is proposed as a means of assurance that the assets are being maintained adequately. The study provided an estimate of the present condition.
Condition was initially assessed at desktop level for all asset types across the networks. This data was analysed using mathematical models to determine a first, or prior, estimate of condition This estimate was then calibrated by selective, detailed inspections to produce the final, or posterior estimate of condition. The methodology for measuring condition is scored on a 0-100 scale, is repeatable in time, robust, and the model is updateable. This last feature has been used in subsequent development of the proposed infrastructure lease for the four metro rail businesses.
