New Entrant Costs
Abstract
Parameters are calculated for an assumed new entrant combined cycle power plant for a Victorian site using plant that is assumed to be available and appropriate for an IPP¹ merchant plant developer making a commitment at approximately the turn of the decade.
The objective is to calculate the expected new entrant costs for a new base load generator.
A discussion of uncertainties and sensitivities within the estimation period is provided.
