Planning for Investment - Resource Management
Abstract
With the establishment of the
National Action Plan for Salinity and Water Quality and
Natural Heritage Trust 2 programs, the Commonwealth Government set requirements for regional natural resource management plans that is testing the adequacy of traditional planning approaches. Issue-based planning fails to deliver the integrated work programs that are sought. In this paper we offer an improved and tested approach to planning that helps construct a clear rationale for action with audible links between issues, actions, risks and desired outcomes, thereby providing a sound basis for investment. Future needs and directions for improving management of natural resources are also described.
