Procuring The ABT Railway
Abstract
Procurement of the Abt Railway is being undertaken in three principal design and construct packages. The procurement framework has been designed through a top down process starting with a sound definition of the project objectives. Careful consideration has been given to the capabilities of contractors and potential participants in Tasmania. The whole framework has responded to the identified goal of achieving a world class job using the best local and Tasmanian resources. This has demanded sound consultation with Tasmanian industry and an innovative approach to dealing with bidders and assessing tenders.
The use of shortlisted siteworks tenderers to assist in the preliminary scoping and pricing of the work has been one such innovation.
The project has also set a new standard in Tasmania for delivering a very wide set of community goals through a competitive process. Very high level skills in SKM were specifically dedicated to the procurement effort within the Project Management brief.
