SKM Makes Submission to Garnaut Report

Abstract

Sinclair Knight Merz (SKM) has made a submission in response to the Garnaut Climate Change Review’s discussion paper on an Australian emissions trading scheme (ETS). As a leading engineering, sciences and project delivery firm, this contribution is in line with our commitment to sustainability and our determination to deliver a positive and enduring impact upon the world.

In his discussion paper, Professor Garnaut articulates a powerful case for Australia to take urgent and aggressive action on its greenhouse gas emissions, with an ETS being one aspect of this potential response. Whilst welcoming the principle of an ETS, SKM considers any such scheme must strike a delicate balance between its effectiveness and its economic and financial impacts. Only in this way can such a scheme deliver the emissions reduction objectives at minimum cost to Australia. The ETS that might be created from the Garnaut’s findings will be (and is now) a fundamental force in the energy sector for many years and SKM is very enthusiastic about supporting the design process of the scheme.

SKM’s submission to the ETS review primarily concerns the stationary energy sector, with which we are very familiar. Points of primary interest that we seek to address include the timeline trajectory of the scheme and how costs to business and the consumer are calculated.
